Background

The Instrument for Pre-Accession Assistance (IPA) programme is a unified EU pre-accession programme for the 2007-2013 period. The main objectives of the IPA programme is to provide assistance to candidate countries like Croatia and potential candidate countries in their harmonization and implementation of European directives and regulations (Acquis Communautaire) and to prepare them for the use of the Cohesion Fund and Structural funds.

Twinning is an instrument of administrative cooperation between public administrations of beneficiary countries and institutions of EU member states. The aim of Twinning is providing assistance to beneficiary country through human resources development, modernization and reorganization of public administration, as well as harmonization of laws and regulations with the Acquis of the European Union.
